I belive the ecm drones are just fine the way they are. They are typically used in small gang warfair to try to even up the odds. I've jumped through gates quite a few times to find myself out numbered and use the ecm drones to take out one damage dealer while I either fight the rest of the gang or try to make a run for it. Nerf or remove the ecm drones I'll just have to turn and mwd to the gate which annoy's the hell out of most people. I'd rather have the means to fight even if a bit out numbered than have to deal with people running to the gate every time.
I do agree that the other drones need a boost. Web drones are too slow to web anything. Painters don't paint don't and neturalizing drones take a long time to have any effect.

I use ecm drones quite a bit and had just given this a lot of thought. Typically how I have used them is that I'll jump through a gate and see how many hostiles are on the gate. If it is 2-3 and I am solo then I can engage and toss my ecm drones on one of the ships. I first try to toss them on an opposing ecm based ship and if there are none then the highest damage ship. This really helps in solo play. It can help the solo player from being as they say "ganked".
It also helps if there are lots of hostiles on the gate and you try to mwd away and you get that stray fast tackler on you, you can toss your drones on him. It dosn't always work but hey it's better than getting killed 20vs1. And the drones are of course one use. When I'm out solo I typically never come back with my ecm drones entact I typically have to leave them somewhere.
Tossing medium drones onto command ships and recons do not work very frequenty btw due to there high inate signal strength.
I don't find ecm drones anymore overpowering than having 10 people shooting at you, or falcons sitting 100km jamming you.
